There are two documents that determine how your local government is run: the Charter and the Code.

The Charter includes much of the operational basis for the city, including the composition of the City Commission and the boundaries of the city. The Charter only can be changed through a referendum (vote) of the city’s registered voters.

The Code is the document that contains much more detailed information on how the city is run, from animal control laws to the environment, planning and zoning and everything in between. The City of Lake Helen Municipal Code represents the most current regulations adopted by the city. This Code guides how the city is governed and is updated as the city grows and changes.
