Finance & Budget
The City Administrator & the Department of Finance manages the city’s public funds as well as collects city revenues, and provides general accounting services. The Department is responsible for accounts payable/receivable, general ledger, grants monitoring, treasury management, and preparation of routine accounting reports as well as preparing the City’s annual financial statement.
Finance Objectives
Each year, the City Commission holds at least two budget workshops to review and analyze the preliminary budget proposal as presented by the City Administrator for the coming year. As a result, two budget hearings are held during the month of September at which time public participation is allowed and encouraged.
The city of Lake Helen follows the established accounting and financial reporting standards requirements promulgated by the Governmental Accounting Standards Board (GASB). Each year, the City’s financial statements are audited by a firm of licensed certified public accountants.
At the completion of the audit the Finance Department prepares the Comprehensive Annual Financial Report for submission to the Government Finance Officers Association for consideration of the Certificate of Achievement for Excellence in Financial Reporting.
The Government Finance Officers Association established the Certificate of Achievement for Excellence in Financial Reporting Program (COA) to encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles to prepare comprehensive annual financial reports that evidence the spirit of transparency and full disclosure and then to recognize individual governments that succeed in achieving that goal.
